Now Open: Public Comment Period for Draft CMS FHIR® Digital Quality Measures (dQMs)

The Centers for Medicare & Medicaid Services (CMS) is now accepting public feedback on draft Fast Healthcare Interoperability Resources® (FHIR®) Digital Quality Measures (dQMs) to be considered for future use in CMS Quality Reporting Programs. FHIR is the next-generation standard for electronic healthcare data exchange, designed to improve interoperability across clinical settings. As CMS explores the transition to FHIR-based quality measurement, your feedback is essential for shaping the future of digital quality reporting.

Comment Period: Through February 23, 2026 at 5:00 PM ET Where to Submit Comments: Visit the ONC Project Tracking System (Jira) to review draft dQM packages and submit your feedback. Note: A Jira account is required to submit comments.

• Hospital Inpatient dQMs: CQM-8400
• Hospital Outpatient dQMs: CQM-8402
• Eligible Clinician dQMs: CQM-8399
