Consultation open: inclusion of SVHCs on the candidate list

HSE as the Agency for UK REACH has opened a 6-week consultation on the inclusion of 15 substances of very high concern (SVHCs) on the UK REACH candidate list.

This follows the publication of the new strategic approach statement by the Department for Environment, Food and Rural Affairs.

Substances are being batched to manage input from interested parties. The first batch of substances all have a mandatory classification under the GB Classification Labelling and Packaging (GB CLP) Regulation as carcinogenic, mutagenic or toxic to reproduction.

Interested parties are invited to comment and submit information on the identity or hazardous properties of these substances:

Deadline: 20 April 2026

Further consultations will be announced by ebulletin, and the registry of SVHC intentions (RoI) on HSE’s webpages will also be updated.

The RoI currently also contains the names of the substances to be included in the second batch for consultation in June 2026.
