Northern Powerhouse Rail needs closer cross-government collaboration and alignment to economic plans to deliver benefits

Poor transport links across the north of England continue to hold back the region’s economic potential, making it harder than it should be for people to travel between cities for work and leisure.
 
Northern Powerhouse Rail is the government’s response – a major programme of new and upgraded rail lines along with station improvements.


It is designed to deliver quicker, more frequent journeys between Liverpool and Manchester to the west of the Pennines and Leeds, York and other cities to the east.


But our new report finds that, to truly unlock the economic benefits promised, Northern Powerhouse Rail must be better aligned with both national and local growth strategies and be supported by stronger collaboration between central government and local leaders.
