The Fort Smith Animal Shelter could close if the town doesn't provide funding for a paid manager. Outgoing manager Alana McGrath asked council for $54,000 a year to keep the 41-year-old facility open, warning that volunteer burnout has left the shelter unable to continue operating on its own.
